Stimulus & Tax Relief Payments For October 2025: States Rolling Out Assistance


With inflation and rising costs hitting households hard, several states are rolling out stimulus checks and tax relief programs this October 2025.

California: $725 Guaranteed Income Stimulus

California is continuing its guaranteed income initiative through the Family First Economic Support Pilot Program, which provides $725 monthly stimulus payments for one year to selected households in specific Sacramento ZIP codes (95815, 95821, 95823, 95825, 95828, and 95838).

Eligibility Requirements:

  • Must be a parent or guardian of a child under 5 years old

  • Household income must be below 200% of the federal poverty level

Payments are released on the 15th of each month, including October 2025. This relief program aims to stabilize families at risk of poverty-related separation and help them manage rising living costs.

Georgia: Up to $500 in Tax Refund Relief

Residents in Georgia are receiving tax surplus refunds under the Tax Surplus Refund Program (HB 112), a result of the state’s budget surplus in 2023. These payments are automatic for eligible taxpayers, no separate application needed.

Refund Amounts:

  • $250 for single/married filing separately

  • $375 for head of household

  • $500 for married filing jointly

Who Qualifies:

  • Must have filed 2023 and 2024 state tax returns (or by October 15, 2025, if on extension)

  • Must have had a positive 2023 tax liability

Refunds are distributed via direct deposit or mailed check throughout October.

Pennsylvania: Up to $1,500 in Property Tax & Rent Rebates

Thousands of residents in Pennsylvania are receiving Property Tax/Rent Rebate (PTRR) payments of up to $1,000, or up to $1,500 in major cities like Philadelphia, Pittsburgh, and Scranton.

This program supports low-income seniors and disabled adults struggling with housing costs and inflation-driven rent increases.

Eligibility Requirements:

  • Age 65+

  • Widows/widowers 50+

  • Adults with disabilities 18+

  • Income limits up to $46,520

Payments started in July 2025 and continue through the fall.

New York: STAR Program + Inflation Rebate Checks

In New York, households may receive two types of financial relief this October–November 2025:

1. STAR (School Tax Relief Program)

  • Basic STAR: For homeowners with a primary residence and income under the threshold.

  • Enhanced STAR: For seniors 65+ with moderate income.

2. Inflation Rebate Check

Eligible taxpayers who filed 2023 state tax returns will receive $150 to $400 depending on income and filing status.
